 International Humanitarian Assistance to North Korea

●Abstract

 Almost three decades ago, the North Korean government appealed for international assistance. Since North Korea’s appeal in 1995 international aid actors – ranging from United Nations agencies to private religious organisations – have been providing humanitarian aid and ‘light’ development assistance to North Korea. The context in which aid activities have been implemented is shaped by a complex nature of a functioning but repressive state, limited capacities to deal with a protracted humanitarian crisis and the regime’s constant weighing of risks versus benefits. This presentation provides a historical overview on the humanitarian situation and developments in North Korea. It looks at persisting challenges and discusses the engagement of international aid actors with a focus on Finland. The presentation also addresses methodological aspects for doing research on North Korea.
